LAKE OZARK, Mo. — Lake Ozark will have a new Community Improvement District (CID), after a vote from the city board of aldermen Tuesday night. The board unanimously agreed to an ordinance approving a petition from RIS, Inc. for establishment of the Shoppes’ at Eagles Landing CID.
This ordinance authorizes a district sales tax and allows for the appointment of the initial Board of Directors for the CID.
Prior to the approval, the public hearing that has been in continuance for four weeks opened back up for discussion and public comment. Before any discussion was held, Doug Stone, a representative for RIS, Inc. told the board an amended petition had been filed, containing two changes. The first change altered the method by which the board for the CID is chosen and changed the number of designees from three to five. The other amendment changed the district’s lifespan from 40 to 26 years.
Stone explained state statute allows for a CID to have a maximum of 40 years, and if the costs are reimbursed before that time, the District is terminated.
The board unanimously passed the ordinance after a few concerns about the 1 percent tax were addressed and no public opposition was stated.
Two citizens addressed the board during public comment regarding the recently passed Disorderly Conduct ordinance. One of the citizens told the board he didn’t understand why they wanted to pass an ordinance that would hurt the businesses of Lake Ozark. He said he knew of investors that were staying away because of the new ordinance. He also mirrored concern from others in the past, stating there were people who have asked for the subject to be put back on the agenda but it was not being allowed. The other citizen said he felt the board did not follow state statute procedures by providing the wording of the ordinance to the public after the first reading and then allowing for comment.
Lake Race & Magic Dragon
Jeff Carol and Mike Shepherd gave a presentation to the board regarding the upcoming Lake Race 2013. The race route, security and safety issues, administrative details, parking, and traffic control plans were all discussed. The gentlemen also mentioned additional volunteers were still needed. There will be an information event at the Country Club Hotel and Spa on April 25, 2013 from 5–7 p.m. to address questions or concerns. The Missouri State Water Patrol will also have a public information meeting for any questions regarding water patrol, on April 27 at Willmore Lodge from 10 a.m. – noon.
Alan Sullivan, representative of the Magic Dragon Car Show, addressed safety concerns that have surfaced regarding the May 3-4, 2013 event. He said there have been rumors going around and at one point the Lake Ozark Chamber of Commerce voted no tractors or wagons were allowed to help with transportation due to safety concerns. Sullivan said a conference call today resulted in the chamber agreeing to the wagons and tractors. He also listed several changes that have been made to help mitigate the risks. These changes include the following:
At least 1 observer on the wagons will maintain radio communication with the driver
The center lane down the Strip will be laid out with end-to-end parking, not diagonal parking as in the past
A team of volunteers will arrive on the Strip as early as 6 a.m. to help direct traffic
No exotic cars will be allowed this year, in order to make more room for parking
Sullivan went on to say he felt continued growth is causing parking concerns so car show organizers have also acquired the Christian Church parking lot, and there will be parking at the Dam Bait Shop parking area.
